The Haneda Airport Line (Ota City, Tokyo), jointly funded by Ota City, Tokyo, and Tokyu Railways, has jointly applied with Tokyu Railways to the Japanese government for approval of a speed improvement plan for the construction of the “New Airport Line (Kama-Kama Line),” a connecting line to the Tokyu Tamagawa Line.
Eliminating the “Missing Link” to Haneda Airport
The total length of the line will be approximately 1.7 km. It will include a connecting facility (approximately 900 m) between Yaguchinowatashi Station and Kamata Station on the Tokyu Tamagawa Line, from the intersection with Kanpachi Dori Avenue to the Kamata Station underground platform, and a New Airport Line (approximately 800 m) connecting the Kamata underground station to the underground platform of the Kamata New Station (tentative name) to be built near Keikyu Kamata Station. Established in October 2022, the Haneda Airport Line will be a Class 3 railway operator that develops and owns railway facilities, while Tokyu Corporation will operate as a Class 2 railway operator, paying facility usage fees.
Kamata Station is a key transportation hub, served by the Tokyu Tamagawa Line, Ikegami Line, and JR East’s Keihin-Tohoku Line. However, it takes more than 10 minutes to walk to Keikyu Kamata Station on the Keikyu Corporation Line, which provides access to Haneda Airport. The New Airport Line will fill this missing link, leveraging the wide-area rail network of Tokyo Metro, Tobu Railway, and Seibu Railway to improve access to Haneda Airport not only from the sub-centers of Shibuya, Shinjuku, and Ikebukuro, but also from northwestern Tokyo and southwestern Saitama Prefecture. The New Airport Line project has been designated one of the “railway network projects that contribute to strengthening international competitiveness” by the National Council for Transport Policy, and the development plan for the Haneda Airport Line, created in accordance with the Urban Railway Convenience Promotion Act, was approved by the national government in April 2025.
Toyoko Line direct trains will also stop at Shimomaruko Station
According to the newly submitted plan, the New Airport Line will operate approximately 20 trains per hour during the morning rush hour and approximately 10 trains at other times. While Tokyu’s fare system will be the basis, an additional fare will be applied between Kamata Station and Kamata New Station. Platform extensions will also be carried out at Tamagawa Station and Shimomaruko Station to accommodate the existing Tokyu Tamagawa Line’s three-car trains, as well as eight-car trains that will operate directly between the Toyoko Line and the New Airport Line. The current 36-minute journey between Nakameguro Station and Keikyu Kamata Station is expected to be shortened by 13 minutes to approximately 23 minutes, and the 37-minute between Jiyugaoka Station and Keikyu Kamata Station shortened by 22 minutes to approximately 15 minutes.
If this plan is approved by the Minister of Land, Infrastructure, Transport and Tourism, it will be deemed to have been approved under the Railway Business Act, and the construction phase will begin. The total project cost is approximately 124.8 billion yen, with one-third of the cost subsidized by the national and local governments, respectively, to the Haneda Airport Line, which is responsible for the construction. The construction period, including the remaining construction period, is scheduled to run from October 2025 to March 2042, with operation expected to begin between 2038 and 2042.
